Yes, yes it is. The acting, that is. But you know how he gets away with it? He wears... the Sunglasses of Justice. I think the sunglasses have a bigger part than the criminals at this point.

If not for the shades his only defining feature is taking Edward James Olmos to the next level.
With Caruso especially I wonder if he thinks being a detective is as simple as making every statement sound like a question.
[crosses arms, sits on edge of table]
[Gazes out of the walls, all of which are windows floor to ceiling]
[turns to Luke]
"Yessss, I wonder?...."
[looks back out another wall]
[puts on the sunglasses]
(Luke's been out of the room for 5 minutes).
And I wonder how many people in Miami die every day when he has to stop to fill up that ridiculous Hummer like six times on the way to a call.
Caruso: Dispatch? I'm going to be about twenty more minutes. Yeah, I've got to stop for gas. ... Yes. Again.
Dispatch You know what? Don't even worry about it. They've probably been dead for, like, ever now. You'll get there when you get there.
